Mayor Inscore was elected for Office of Mayor in 2007. He is member of the Wilkesboro United Methodist Church, member of the church Lay Leadership Committee, and member of the Ecclesia Sunday School Class. Wilkesboro's Town Board involvement include Commissioner of the Police Department, Wilkes County Economic Development Corporation Member, Wilkes Chamber of Commerce, John A. Walker Center Board, and Old Wilkes, Inc. Board. Employed with Lowes Home Improvement Warehouses at the Corporate Offices for 24 years before retiring. Mike was first elected to the Wilkesboro Town Council in 1997 and was re-elected to the Town Council in 2000 and 2004. Councilman Stroud, a native of Wilkesboro, was elected to the Town Council in 2007 for a four year term. He was assigned by the Mayor to focus on the areas of Budgeting, Finance, Tourism Development Authority, Water, and Sewer. He also represents Wilkesboro on the High Country Council of Governments in Boone. Mr. Stroud previously worked for major corporations including Fidelity Investments. Apart from his elected role, he serves on the boards of the Wilkes-Alleghany Chapter of the American Red Cross and the Yadkin River Greenway. Sam Stroud is a member of Wilkesboro Baptist Church where he serves as Church Historian and President of the Robert Triplett Bible Study Class. Bill has served as Town Attorney since 1988. He is a native of Wilkes County and has a private practice on Main Street in Wilkesboro. Bill completed his education at University of North Carolina at Chapel Hill (A.B. 1973) and Wake Forest University (J.D. 1976), Phi Delta Phi. He was admitted to the Bar in 1976, North Carolina; 1977, US District Court, Middle and Western Districts of NC and US Court of Appeals, Fourth Circuit; 1980, US Supreme Court; and 1981, US Court of Appeals, Fifth and Eleventh Circuits. Town Council - Form of Government

The Town of Wilkesboro is a Council-Manager Form of Government, which combines the leadership of elected officials, a Mayor and four Town Council Members, along with the professional experience of an appointed local government administrator - a Town Manager. The council is the legislative body; its members are the community's decision makers. The council also focuses on the community's goals, major projects, and such long-term considerations as community growth, land use development, capital improvement plans, capital financing, and strategic planning. 


Town Council - Regular Meetings

The Town of Wilkesboro Town Council holds its regular meeting on the first Monday of each month at 7:00 pm in the Town Hall first floor. Our Town Hall first floor is converted to hold the Council Meetings and are open to the public. The agenda for each meeting is available online shortly before the meeting date or by contacting Town Clerk, Secretary or at Town Hall. Council Members are delivered an agenda packets and background information on Friday prior to meetings. This gives the Council opportunity to prepare for their meetings and consult with the Town Manager and/or any necessary staff prior to meetings. At Town of Wilkesboro Council Meetings, the Town's business is conducted and the laws and code of ordinances are enacted. Ordinances take effect upon their adoption when approved by the majority of the Council. If no additional pertinent facts are presented at the meeting, items are often acted upon without further discussion, particularly in routine matters. This procedure helps the council meetings to move expeditiously.


Town Council - Informal Work Sessions

Occasionally, the council will schedule a work session and are closed to the public. These meetings are to discuss matters requiring more in-depth explanation or study. Recommendations are not enacted or made final during informal work sessions.


Town Council - Public Hearings

Prior to the enactment of some ordinances or resolutions, the law requires that the Town Council conduct a public hearing in order that the public may have an opportunity to be heard. The most common of these involve zoning ordinance changes, economic development, etc. Most public meetings are conducted in the general course of the regular monthly meeting.
