We use an outside software to house our Agendas and Minutes called ImageSilo.
Please print this page for the instructions that are listed below. 

1.  An image is listed below with login information and this login information must be entered to grant access.
The software can be assessed by clicking here and will appear in the user's internet browser.

2.  Press the Login button when user information is entered. Another screen will open with a menu on the left.


3. Click on the Downloads button on left menu. 


4. Press the Install Now button for ImageSilo Web Assistant application. Once the application is installed, continue to next step.

5.  Click on the Available Projects button on the left menu. The user will see the folders, Agendas & Minutes of the Board of Commissioners and Town Council. The governing body changed their name in July 2004 from Board of Commissioners to Town Council; therefore, minutes after July 2004 are listed in the Minutes of the Town Council  folder.


6.  Click on the agenda or minutes folder and he/she will search in this folder only. The search screen is below. The user has search options by date(s) or keyword(s). If the user leaves the search options empty, he/she will get all documents filtered by dates. Look at the top center for the arrows for more documents.




Hint: Be sure to use the Clear Criteria button before entering information for the next search.





7. Press the Search button. Another screen will appear with the search results. These results will be by dates or something that looks like this, see below. Don't worry, you have not done anything wrong. It is how keyword searches display. This screen list the date and the first page of text, which is our title page.

8.  Double click on a search item whether it is a date or full text search results. The document will open in a new internet screen/tab with the menu below.


9.  For further help to search a document, hover the curser over the options at top of the document page for more detail. Greyed out buttons are disabled and cannot be used for task you are attempting. 



The Town of Wilkesboro does not have the capability or resources to provide dumpster service and the business will have to contract out the service through a provider. Below are a few options:

Curbside trash service through the town is available for approved business/commercial customers only. The trash approval is so our Sanitation Department can make sure their trash trucks can handle your business' trash capacity.

Normal refuse collection service consist of 1 collection per week of refuse and placed in 1 (or more) roll-out carts.

Each approved commercial customer will be provided 1 rollout cart by the town and is $8.00 per month. This fee is invoiced with your utility bill.

Each additional rollout cart (after the first cart) requires a $50.00 deposit per cart and each additional business cart cost $15.00 per month.

Town's FlagTORY OAK

For two and a half centuries the Tory Oak grew strong and stately in the center of Wilkesboro, a symbol of the revolutionary struggle that led to the founding of our county. Some leaders called this old tree the Liberty Oak, but it became famous because several enemies of the American Revolution, know as Tories, were hanged on its limbs when the tree was still young.


Revolutionary War battles raged elsewhere, but here in the hills and valleys of what was to become Wilkes County, the War for American Independence was fought mostly among colonial residents of different persuasions. One of the strongest voices for independence was that of Colonel Benjamin Cleveland, leader of the local militia. Members of the militia, sometimes known as Mountain Men, were ordinary working citizens. Tories were residents who did not side with independence and wanted to remain a British colony. Tories were ruthless in fighting the forces who favored independence. Colonel Cleveland was captured by Tories, rescued, and then captured Tories himself. Some of these Tories were brought to Wilkesborough (before it was known as Wilkesboro) and were executed by hanging from the limbs of a black oak tree. later, colonel Cleveland led the Mountain Men to meet a part of the British regular army, and helped win an important battle at Kings Mountain. Not long afterwards, the British commander surrendered and the American colonies became independent. The new nation was based on the rights of citizens to a government of their own choosing.

No great Revolutionary War battles were fought in Wilkesboro. Instead of a battlefield with monuments, the Tory Oak became the proud local symbol of the successful War for American Independence and the birth of our nation. Toward the end of the aged tree's life, its image became a symbolic reminder of Wilkesboro's historic past and promising future.

The Budget Process: The budget cycle kicks off in January of each year at the department level for individual department expenses and capital improvements request, then to the Finance Officer for revenues and expenses, and next, to the Budget Officer (which is our Town Manager). In April of each year, budget staff reviews are held.

Then, in May of each year the Budget Officer presents a proposed or estimated budget to the Town Council with a opening statement called the Budget Message that is correct at that moment in time; however, Town Council makes many changes to the budget after the Budget Message is presented through work session(s) each year. In the documents after the Budget Message, you will see the department's request, the manager's request and the adopted budget amounts. The difference in the budget dollars is Proposed Budget (Budget Message) verses Actual Budget (Adopted Budget). 

The budget is adopted in June of each year with the Budget Ordinance.  By law the budget must be in place by July 1 of each year.
